Card 430 - Scrambled Cities puzzle
solves within - don't read if you don't want to be spoiled.

I'm trying to consolidate the scrambled cities puzzle.

I think that you are right, and I think that the ~ in each line represents a missing letter.

I am almost 100% sure that the last line is Moscow, and the ~ is the missing C

My list (obviously) closely matches the one katsmom posted:
Volgograd (missing L)
Omsk, Siberia (missing A)
Magadan, Siberia (missing D and M)
St. Petersburg (additional X and 2)
Yekaterinburg (missing I)
Moscow (missing C)

Please correct me if I'm wrong.

So what do we do with the extra letters?

L A D M X 2 I C?

I've also thought it could read LADMXXIC, but why put a 2 instead of another X.
I've tried unscrambling LADMXIC
LAX is an airport, but what to do with the DMIC 2
The D and M could be in either order. Could also be MDIC 2

LAMDX2IC?
Everything is a roman numeral except the A.
50 A 1000 500 10 2 1 100
50 A 500 1000 10 2 1 100
50 A 1000 500 20 1 100
MDIC could be 1599. LAX2 1599?

MAD_I__L X2C

I don't have the 'R', 'G', or enough 'A's, and have an extra 'X', '2', and 'C'
I'll have to double check the paper.

This was going to be my Wacky Wednesday guess:
LA Md x2 I C
La Lanthanum
Md Mendelevium
I Iodine
C Carbon

so I take 1 part Lanthanum, 2 parts Mendelevium, 1 part Iodine, and 1 part Carbon, and I get - toxic dirt?

I really do not think that the missing letters come together to mean anything. In the first or second chapter of THE BLACK CIRCLE; it tells where these letters came from and how they help Dan and Amy solve a puzzle/clue

But... but... mendelevium was named after Dmitri Mendeleev, the Russian scientist who developed the Periodic Table. He's Russian, we're in Russia. He invented the Periodic Table, we're collecting the 39 Clues, some of which are elements.
I'll keep posting theories until they work Mendelevium into the story, or I get a chance to read The Black Circle, whichever comes first.

Crazy theory # 2:

They aren't supposed to be going to Russia.

La = Louisiana.
Md = Maryland.
IC = Ivory Coast.

Obviously Amy & Dan should have gone to Louisiana, Maryland twice, and then found the next clue in the Ivory Coast.

Crazy Friday theory.
LAX 2 ?
MDIC as an airport code.
CID is Cedar Rapids, MCD is Mackinac Island, Michigan, MCI is Kansas City.

Lamdx2ic is code to get Amy & Dan on the "Delta" flight from LAX to MCI.
At which point they parachute out halfway into the Grand Canyon where they find the next clue.

All places of Russia xD and they have to find a clue for the bigger clue in 12 HOURS. They team with the Holts to find it faster
