For the first equation, I think you need to set that equal to 0.
Than get all the x's on one side, so that you can find what x equals.

EDIT: I tried that and all I kept getting was 33 = 9x
Which is like 3.666666667, not helpful.

 		So I also was bored and took at a crack at the audio. Reversed it, sped tempo and various other channel cleaning I did. It wasn't fun seeing as how the entire thing was recorded onto one channel. Also there is a conversation that starts after the wailing around 22seconds. It took a lot of cleaning and toggling but I think I hear 'She isn't it, fuck' followed by a women saying 'Hello?' and then a man replying 'Hello, not done yet' After that I have no idea what that lady is saying.

As the audio continues to what sounds like a child or a high pitched women, it sounds like she is saying/repeating 'Let me out' and 'Let me out, let me out now' and then the tone changes almost like she is threatening someone. Unsure what she says but it sounds close to 'You'll be sorry if you don't let me out now'

I'm taking a break right now and I'll keep cleaning and editing till I find something more.

... is for things in between that could be voices, but I can't understand them. **** is either have, or hate, I think. I HAVE IT/I HATE IT. ****2 sounds like a part of it or parliament. If that is the case, the woman must be saying "I have it." saying she has whatever the man is talking about. when asked "Why?.." he says "They took the ????" so fantastic, we have a motif. er.. sorta.

also, this is without a doubt the code spoken:

 		i seem to remember the expression they took the parliament so that could be the missing word it would also go with getting a motif (a insignia )

 		Looking at the note found at - http://s430.photobucket.com/albums/qq23/taylorc40403/?action=view&current=PICT1372.jpg gains the following information from the mathematical formulas -
Directly converting the numbers yields the phrase - Wrong Turn
Solving the equation yields -25 & -6
Converting the numbers after adding or multiplying while using - as a spacer yields the letters F-I-F-D-G & S-S-A-E, running it through a cryptogram solver yields : Again Eels (unlikely, but who knows)
Here is what may be interesting - the solved numbers are 6-9-6-4-7 and 19-19-1-5, which, if we remove the only 2 double digits numbers, move them slightly, we get 19196964715, which could be broken down to 1 (919) 696-4715. It is an unpublished phone number from the Raleigh, NC area. Maybe a hint to the possible NOTINKY clue.

Though Hazard Kentucky seems to be a bit out of the way for someone in North Carolina.

EDIT: I called it, said the number was incorrect or something. If it's anything I think it's just a hint.

ASPD, can I request the cleaned audio, if you don't mind? Someone could maybe make out the missing words..

(Also, I'm fairly sure that he says "They shot the president", but that was from the rough audacity-cleaned sample we have here..)

 		The audio is giving me very little so far, the way it was put together has made it difficult to do much with it. Other than the code, I haven't been able to find anything of importance. The voices are interesting and all, but don't seem to be vital in any way. Stuff like the voice behind the siren and the slightly higher voice (which i assume is saying more numbers) behind the deeper code-voice are really annoying to get at. A lot of it is extremely low pitch and slowed down, it's difficult to find out wtf is being said because speeding it up and increasing the pitch is also increasing the louder foreground noise. Sony Vegas and Audacity fail me. Trying to filter out foreground noise, goddamn.
Edit: gonna try inverting the hell out of everything. Also theres a fun little chime, sounds like keyboard cat Very Happy

 		That gets me is there are 2 -1s over the second digit of the second word... I was thinking if he wanted us to subtract 2 he would have put -2 not -1 twice... I think he wants us to subtract 1 twice and save the results. making it either 19-20-20-1-5 or 19-20-19-1-5. The first assuming do it twice to the original number the second assuming doing it once storing the result then doing it again... This gets either STTAE or STSAE. Combined with the first word, maybe what he wants is an anagram not a cryptogram...

EDIT: Meh junk... Lots of interesting phrases but nothing solid...
