It's near a river. (Not much help eh?)
I can try to get more information, though the fact that the last photo shows very little detail is disheartening. If I were you, start with the other photos, we know exactly where those were taken (check out the rest of this thread). Also, it seems to me that the last picture was taken close to the others. Perhaps the river we're looking for is the one right next to the park?

EDIT: Here's a map. The purple circles indicate possible places to look for the "DEI" graffiti, and the arrows point in the direction Sotpyrk must've been facing when he took the picture. (The water in the photo is on the left side, so I've made the arrows accordingly.) Also, the sand in the photo seems to suggest to me that the area under the Preston St. Bridge would be the place to look.

 		Oh my. Could our valiant Bruce have snapped a shot of Sotpyrk?

Maybe Mr. Davis? I can't imagine he'd sit out in a park all day, though. Such an important man must be busy with other things, but Sotpyrk might be tempted to wait there, had he suspected someone investigating.

 		Think we have a possible dead drop in progress. The state park in the map is about 2 hours from Waco, Texas. The language appears to be cuneiform.
