I think he just means the IHC. The most recent post points to an interesting idea: the IHC is just part of an overarching secret organization, probably an attempt to preserve the status quo post-2012 that has public and hidden faces. I wonder if we are learning more here than we will even see in the movie.

 		Via CorruptionTheory we now have the spelling for the project that Ulfert was told to forget:
Project Naaczaal

no obvious domain names/websites or subpages on the IHC site for this... although I'm sure it will manifest itself in some way

Edit: Some searching reveals that Naaczaal is Mayan for "to be lifted"
