V=1 W=0, groups of 7, binary to decimal, mod 26, convert to alphabet then ROT 14. probably a easier way though <shrug>

decoded to:

continue work at eight four eight plant

have modified pseinap coding

work at sedation fab will take seven days to have impact on masses

omm is running below optimum level true believers keep working omm will collapse if yo

I did it twice and that's how it ends, partly cut off (someone might want to double check my work)...

Thanks, great solve!!

I reckon it cuts off cause this message is from SEN, note the "SENONDARY" instead of "SECONDARY", before the Coded message.

SEN must've been sending us this on the sly and had to leave before he got caught.

It seems to solve the same way all the 7-digit codes work: v=1, groups of seven, convert to decimal, subtract 64 and 1=a, b=2, etc.

I haven't used the mod function yet. I'll give it a try.

 		what happens when the digit is les than 64? how do you convert that?

Each group of 7 VW's in the 7-digit code begins VWxxxxx. Only the last five digits are unique, so two leftmost digits can be ignored. So, a person can either lop off the two leftmost digits, and convert the remaining 5 digits from binary to decimal; or convert all 7 digits and subtract VWWWWWW, which is 64.
