 		The other person
So, we have a blind, circus dwarf who hanged himself but somebody else was involved.

Yes.

Did this other person create the sawdust?

Yes.

If so, did they create the sawdust by sawing something (not sure whether sawdust is, by definition, always the result of a sawing!)?

Yes.

If so, did this other person know, that as a result of their sawing, the blind dwarf would hang himself?

No.

Is the following correct?

No. Sorry.

The midget had to kill himself for his own reasons. He had a friend tie a noose and hang it on whatever ceiling there was, and provided a stool.

Nope.

For some reason kicking the stool was impossible, so the friend sawed the legs off the stool.

No.

When the midget fell, he hanged. He didn't find the sawdust because he didn't hit the ground.

No.

Was the sawdust in a place a small person wouldn't normally see?

Yes.

Did this other person want to kill him?

Well, he wanted him incapacitated.

EDIT: Did the other person willingly help in the man's death?

No.

Very nice! So if he HAD found the saw dust it would be because he would have hit the ground because the rope broke/was too long which would not have killed him!

Was the other person also at the circus?

Was the other person also a dwarf?

Was the other person jealous in some way?

Would the other person have benefited from the incapication of the dwarf?

If he would have benefited, would it have been financially?

Did the other person saw (i.e. cut) more than one thing?

which could mean that the other dwarf wanted the other persons job in the circus so talked him into killing himself but just as a act and the sawdust could have cut him open and he bled to death and the other dwarf took his job
