Well, my mind must not be working since I cannot decipher that thing for the life of me. It must be too early in the morning for me. I tried quite a bit, the Ceasar Cipher Codex and a few others, and tried everything here http://home2.paulschou.net/tools/xlate/. What we need is the key.

Think I got it, a is 26, and B is 25 and so forth, decoding now.

We are now concluding feasibility studies and preliminary research for project Naaczaal analysis
Indicating a high probability of success, and small-scale prototyping has begun.
As of now we are several weeks behind schedule, but are working to collect data, resources and technology that would accelerate the project by thirty percent.

Cost analysis shows that internal resources on hand are still insufficient. All available resources have been reassigned to Naaczaal where possible.

We are continuing with existing funding strategies as per the previous funding methods report and anticipate full funding levels will be reached by XQ GP( 3-10-2011). If not significantly sooner.

So I emailed CorruptionTheory and let him/her know that there is a whole network of people at his/her disposal to retrieve these documents wherever they may be... so let's see if there's a bite Smile

ETA - ... and just as quickly, an automated response stating that in order to protect his/her identity, there would probably be no response other than the automated one, but thanks for any helpful info. So... I guess we'll see.

some guy over at movieviral.com in the forums a guy stole my credit for solving the puzzle, he copied my 5th post and said HE figured it out. I let him know he didn't as what he wrote is exactly what I had already put down, all. Some peoples children.
