Anyway, I'm pretty sure it's a ROT-9 encryption on the weird line above the circles. I just can't figure which alphabet was used... Ascii ? alpha+numbers+punctuation ?
Hell, I even coded my own decrypter but I have no clue.

let's think about the way PM wants us to find it.

Since no one else posted it, the cipher has been solved. Using a double columnar transposition from http://rumkin.com/tools/cipher/, with two columns of 5 1 3 2 4 and 4 2 3 1 5, it was translated to:

".1.={174,155,54}thenitsrelative.2.={119,48,93}thenitsrelative.3.={0,168,81}thenitsrelative.4. {74,49,147}thenitsrelative"

We figured out that the numbers correspond to RGB color codes on circle.gif, posted earlier.

The cipher seems to tell us the password for the S-Tools on 101309.gif involves 8 notes, 4 majors and their relative minors.

Which 8 notes, in which order and what kind of formatting (caps, lowercase, sharp, flat, etc) is still unknown.

First block of text is from west.gif, the picture containing the Olmec mask
Second block is from east.gif, with the Indus statue
(by the way, http://fog.ccsf.cc.ca.us/~jcarpent/images/Indus%20and%20Buddhist%20Art/priest_king.jpg Smile )

Reading the text vertically (not messing with the columns) we got :
+29.962+69.417 OEGEDNTTIIS
+19.173-96.113 SGNITETOIDE

Not sure it can help but it's so "perfect" to be a coincidence : +19.173 -96.113 in google maps goes right in the middle of the Gulf of Mexico (near the Olmec empire) and +29.962 +69.417 in the middle of Pakistan (heart of the Indus Empire)
