Possibly. Insufficient data for meaningful response.

I will note that the young SPARTANs were involved in missions in their teens, and were routinely defeating Army personnel in training maneuvers at the time. (And they were getting so annoyed at their drubbings that the were surrepetitiously trying to slip live ammunition into their weapons.) They performed remarkable feats even before the enhancement surgery, including smuggling themselves into a secure base by lashing themselves under military ground transports and arranging mirrors to deflect intrusion/bomb-detection inspectors.

-- Steve thinks that it's not the physical attributes that make a supersoldier, though they help, but the training and discipline. That's the big success of the SPARTAN IIs.

Just pointing out that the building was three stories high not thirty. Even with toughend bones a thirty story drop would cause internal damage to a Spartan.
