Few slight differences look at the ninth set and the fifth set from the last.
I'm working on it now too.
edit: I believe I'm on the wrong book... 37b29c confirms it. ugh
EDIT2: Maybe not.. I think it's just a typo....

Hold on a minute. What math book? Where are you getting this text from?
The "Story about a hotel room" could be a reference to another King novella entitled 1408.

Yeah i got hotel room using (i think) paragraph up, and allowing for slippage.

ETA: So if we take what Alice said earlier about the novella 1408... then we might deduce that Y = 1408?
Or maybe they meant the whole word for Y instead of just the letter which would be "years"... Anything significant happen in 1408 that might relate?

just use the hint he gave us... the first set of numbers is the page. The letter is the paragraph and the next numbers is the word #. C is for first character and W is for the whole Word.
so 38a18c would be the first letter of the 18th word of the 1st chapter on page 38. (which incidentally is "Q") Get it?
ETA: On a side note.... the PM must have forgotten his own instructions because the first set of codes was written in a format so that the second set of numbers equals the particular letter in that paragraph. I.E. if the number was 15, you would count the fifteenth letter in the paragraph, not the first letter of the fifteenth word. Seems like the PM team made a boo boo.
