After the Chinese characters picture I guess you guys know that English is only my second language. So I am curious about this "Drop In Only Kind Places" (or possibly with "Destroy" concatenate before it) ... what does this phrase mean? Is it anything special, or a quote?

To my knowledge, it doesn't reference anything.
It seems to me to be hinting at a dead drop of sorts, perhaps on his end? :/ at a kind or mutually accessible location? And the Destroy part as a reference towards a rebellion perhaps?

Is it reference to a bomb? What would be a kind place? Wording is quite strange.

Also the references in "static" all refer to terms used with memory access. Perhaps there might me something more in there.

Also we should try to superimpose all frames from "static" on top of each other to see if the noise is actually just image split apart?

Hmm, what if we cross translate the Drop in only kind places back to chinese letters and see what alternative meanings those letter permutations would produce?

I think 'kind' means somewhere that's hospitable to the group's cause (assuming that they are a revolutionary group) - so it's instructions to the person dropping it?

The cross translate is an interesting idea, though since the English sentence is so... vague (to say the least), I still have no idea how to translate it to a proper Chinese sentence after some thought.

Maybe the puzzle is actually an anagram or steg ?

Personally, the 'Drop In Only Kind Places' makes me think of an ARG Drop-in...
Also, the 'Only kind places' portion could be read in two ways:
1~ Places that are 'kind' or favourable,
2~ Places of the same 'kind' [as the place where the first USB was found]
