But that doesn't explain the phone call. How does Octavio know that you're in the midst of completing a mission that he doesn't know about?

he means if it's the case that octavio thinks your out doing his induction process why he would call you saying he told you not to?
yeah i think there needs to be a lot more explained before that initial confusion is sorted... if it ever will be :/

OR he knows that something is being tampered with. So while you should be doing his thing...he has bugged the lines he knows of to alert him.

He tells you several times NOT to do the induction though, so he seems to know about it, which raises the question: why is it there in the first place?
The only way to explain this that I can think of is that Octavio Coleman doesn't really exist. The ghost of Eva we see in the video created the entire Jejune Institute and the initiation to get people to follow her.
But that wouldn't make a lot of sense given the rest of the storyline, i.e. EPWA's involvement.

that doesn't work for one big reason: we've SEEN him. the whole Action protest was against his goons and watching him drive away in a limo.
the only way i see this being resolved is if there was some reason why he has to allow the induction form to exist while still trying to keep people from reading it. maybe he's forced, in some way, to keep them there despite his wishes? and the only thing he can do from his end is say not to follow the instructions and then threaten people who do via phone? whatever it is the PM's got sum 'splainin' to do.

Here is my take:
The Esquire fellow runs the Jejune Institute from afar, as the infiltration forced him to flee the premises. The best he can do is to use his false nonchalance powers to alter video tapes and include his warning to new inductees. Of course, he can make phone calls as well. He just can't get back into the Jejune offices to get rid of the altered initiation forms. He tried, but was chased away by the protesters.
So now, a person finds out about Jejune, goes to join, and sees Octavio's video, including the added warning. The person gets the initiation card, and if they start the quest they eventually call Louie Chen. Naturally, Octavio has that line tapped, so he calls anyone who calls Louie, and attempts to warn them off.
Meanwhile, the EPWA is probably content with the status quo-- all potential new inductees to Jejune have the chance to discover true nonchalance, or roll with Octavio.

Okay, I can see that as being a possible explanation. Seems like it all hinges on what the EPWA's true intentions are, which hasn't been revealed to us yet. (Based on the stamp event I'm more confused than ever about them.)
But rest assured, you can always trust in the Tupperware Public Works Agency. At least as far as leftovers are involved.

i still see the EPWA as misguided but well meaning. they want to find divine nonchalance and get into elsewhere but they're taking a militaristic way of going about doing it. There's no doubt the JI is bad (stealing patents, threatening people, gang stalking, radiating microwave harassment and synthetic telepathy) and the EPWA is out there fighting them (which is a good thing) but it seems when it comes to actually attaining divine nonchalance they're just not getting it (which is weird because they seem to know how it works well enough). i think maybe they feel a little helpless. constantly scratching and crawling toward their goal and getting no closer and it's driven them to kidnapping (though it didn't seem like they knew what to do with kelvin once they had him).
AFAIK the EPWA and the EPS are separate entities, along with the numismatics, and it seems that the EPS is more closely related to elsewhere than the EPWA is because they had access to the underground library (though they also did not have direct access to elsewhere). also, if &_invent is any indication (yeah who has two thumbs and still remembers that command, huh? this guy), the EPS pre-dates the EPWA by a good number of years because the underground library opened, i assume along with Oswind Books, Stamps, and Books, in 1972 and was part of the library until it closed in 1989 (by then they had split into groups). the EPWA doesn't seem to have existed until at least 1989 according to the chat log but could have started a few years prior after Eva went missing. other than that there's no real record of when the EPWA was established.
and Shady you're explanation is the closest to solving the induction process so far. not too shabby, shady

arrival many months after our adventure, i'm so glad to finally be in the repository. so much interesting stuff in here! and so many wonderful mixtapes to ingest.
i'll be representing Strangers Divined, as i believe that i'm the only one of us who keeps up with the boards. i'm excited for more to hear our mixtape, it is a lengthy labor of love.
