It's been mentioned that the upside down "tick tock" is a red herring, but I decoded the whole thing upside down to see if it had any significance. I got:

8, 90, 10, 130, 60, 100, 20, 120, 40, 80, 0.

If anyone can make heads or tails of this, let me know. It could just be nothing.

EDIT: King of page 3!

I'm really beginning to think that these numbers are relevant.
The "130, 60, 100" matches up with the percentage of change in speed needed to match the sound in Addition to the sound in Entry #16. ("Alex" is sped up to 130% and "Brian" is sped up by 60% and then sped up again by 100%)

It may just be coincidence, but it may be beneficial to try the other numbers with audio from other videos.

or tick tock is just backwards, meaning the code from the other video is just 1,13,1,25
Anything significant happen in any videos between 1:13 and 1:25?

Nice idea. I'll get to it. Also, anyone noticed how Marble Hornets is now second on the auto complete bar when before nobody knew about it? Sounds obvious and stupid but I love finding something early and watching it slowly gain popularity.

I'm going to list every event that happens between 1:13 and 1:25 on every Entry. N/A means that the video isn't long enough.

Entry 1: N/A
Entry 2: Alex talks to his camera as he stops his car.
Entry 3: Alex looks through his blinds nervously.
Entry 4: N/A
Entry 5: Alex and J talk, but the distortion is to loud to make anything out.
Entry 6: N/A
Entry 7: "Stuck in a loop of unhappiness."
Entry 8: N/A
Entry 9: Alex yells at the cast of MH.
Entry 10: Alex spots SM while running.
Entry 11: Nothing interesting, Alex walks upstairs.
Entry 12: N/A
Entry 13: Alex bumps in to our lanky friend.
Entry 14: Alex closes the door and switches the light off.
Entry 15: Tim says he was part of the cast for the sake of convenience.
Entry 16: Nothing of real interest, J climbs to the window.
Entry 17: J says, "it's cold in here", distortion kicks in.

I don't see anything of importance in these times, but it might come into play in a later entry. On a side note, I never noticed that at the beginning of Entry 15, Tim is drinking from a water fountain.

Has anyone suggested that the tick tock and the binary clock on Brians face is just a warning that if J has a limited amount of time to find brian?

0 8 10 20 40 60 80 100 120 130
thats in numerical order...
added together makes 568...hmmm...no significance. I took a shot
If anyone can make ANY sense off my observations that would be good.

Staying with pairs and taking a hint from the many reverse clues you could see 25 (0)1 13 (0)1 as BE/LSB 10 31 10 52. Looks like a date and time.

Oct 31, 10:52... well, Halloween is just a few days away, so that is plausible.

Holy Moses! Dudes, look at the time the twitpic of TTA with the tally marks was posted.

2. Minutes. Before. This. Time.

That's within margin of error for me.

Okay, the timing would only be completely and entirely off, but ya know...

Add them together and add placeholder zeroes if there's no fourth digit...

Safe combo?
