It's entirely possible this connects up somehow with the pamphlet I was sent, since there are exactly seven sections before the aforementioned warning and the sections are labeled with roman numerals. I'm at work which makes this hard but later I will have more time. I tried just using characters but got nonsense (below) so far.

The pattern is odd and repeats a lot, and the second number is always 1-4. I don't think it's ascii or any numeric code like that because of the nature of the second digit. It's possible it's a straight cryptogram (simple substitution). Someone should replace the codes with A-Z and try a crypto solver.
