What was the site that everyone speculated bungie used to determine payphone coordinates?

Actually, it sounds to me as if ean1879 wants the Geocode test site -- that is, the site into which one can enter a street address and get a pair of GPS coordinates, to six decimal places, that often matches the pair that Melissa has posted.
