Stegdetect comes up with a likely false positive and it isn't Camouflaged. The repeating number is 26341515400151540063912717 if my transcription isn't off.

Also, looks to say '4tehfairest' in the lower left corner.

This probably isn't very helpful... but that's a really odd use of capital letters.

The erroneous capitals spell SPAC. Or SPIAC if you include the I which should be capital. Or PAC without the 'simply'. PAC... phones?

Control is a keyboard key...

I'll have a bit more of a think.

searching spiac

did an extra word - coding - n found this:

contains spiac - Software Products Industry Advisory Council (SPIAC)

may be useful - Charles Babbage institute so a potential link...

definitely SPIAC or PIAC as the second 'i' is in lower case, though, by looks of it, it has been designed to be read in this way.

re: numbers - are we thinking each set of numbers '13' 7707' is a letter/character or word?
if former - can we not just use the frequency hacking method on it - yes, more than 26 characters - but some might be caps, or punctuation?
the '.' intrigues me - there's two of them, implying that they're characters rather than words [else the message would require more punctuation or be REALLY long sentences...

what do others think?

ok turned each unique string into a single character - this may be completely useless- but might be useful as it does look more 'crackable' than loads of numbers:

That's a major Discordian reffy. The Golden Apple of Discord was used by the goddess Eris used to cause strife among Hera, Athena and Aphrodite.

Maybe the keyword is Kallisti?

Edit to add: When I was looking at the previous posts about SPIAC. The I is meant to be included in the capitalization because later on he uses i instead of I
