The countdown hit zero and said EXPIRED. Then about four minutes later the startup changed to list Language as FAILED.

I wonder what we've cost ourselves by failing to solve this puzzle.

That does look like a cipher of some sort.

0.00001585 is the distance from the earth to the sun in light years. Not sure what the list of negative numbers is yet.

I liked the way you had that laid out MrToasty so I put pi there as well, makes them easy to compare visually.

The removal point of the first two digits matches on both numbers indicating a possible coord system as Scratch surmised.

There are 8 digits missing from e and 7 from pi, either the number missing is irrelevant or maybe the name of the number is involved somehow (e(1) + 8 = 9, pi(2) + 7 = 9).

I'm stumped. This is going to be a Eureka! moment for someone...just don't go streaking down the road when you figure it out.

My instinct was that the carrier signal would change if we solved language and/or star. An audio file is likely though, I flipped through a list of audio extensions and the only 2 character ones I recognized as being at all popular were .au and .ra

Possibly declination in minutes and degrees. I think you also need a star's right ascention to place it in the cosmos, though. Not sure where a declination clue would lead.

ETA: The declination of 1RXS J160929.1−210524 (the star in the picture) is −21° 04′ 58″. That's not an exact match to the first set of negative numbers but kind of close.

alkjw3-08632q3.6n makes me think of the various ways different star catalogs may designate stars.

I haven't yet found a star catalog with the format XXXXXX-XXXXXXX.XX, but I'm still searching. I totally can't find one.

EDIT: The startup now says:

Randstr = random string? alkjw3-08632q3.6n is supposed to be nonsense.

It just updated again. The coder must have updated the script on accident. Now the startup just spits out random nonsense after Bio. Randstr must be the name of the function that produces the nonsense. I'm grateful that the coder is preventing us from going too far down the wrong path.

Yes, definitely doesn't lead me to believe they are coordinates.

Also, the random string is at least a consistent 17 characters.

Well my thoughts about it being declination may be invalid. I believe declination can only be within a +90° to - 90°

Not sure if this will be helpful but here is some simple arithmetic. I was hoping to see a pattern but if there is one it's not very clear.

(-21.4) - 16.6 = (-38.0) - 16.5 = (-52.5) - 17.8 = (-70.3) - 18.9 = (-89.2) - 38.5 = (-127.7) - 23.2 = (-150.9) - 26.1 = (-177.0) - 17.9 = (-194.9)

That's not always the case. Check out the link below. Refresh that page to get a new string each time. They seem to range from between 16 and 18 characters.
