Ok I think I got the shoe. It may refer to Bhagat Singh who apparently gave a Pocket watch and his shoes to Shri Jaidev just before he threw a bomb into India's Central Legislative Assembly in 1929.
That would give us the SONGEM, which is an anagram of GNOMES.

I think Gnomeatic is trying to point us to another direction. We might be on the wrong path according to his new tweets:

I was wondering after his last update if I had posted the wrong passphrase. If GNOMES is not the correct code, what do you think the chances are that I could so randomly have come across it. It seemed so...right.

maybe we are looking for the numbers that the letters would correspond to on a keypad and also in the order that would be found on the puzzle.

Now, Vick and I are pretty sure that that Marcos guy is correct; we couldn't find anyone else that remotely fits that description. Che Guevara is a good guess (Vick came up with that, too). However, I'm unsure about Garibaldi and Allende. The sock's name is Garibaldi after all, but something doesn't seem quite right about that.
So if not a candle then maybe a cigar like someone mentioned before. Maybe Fidel Castro. As far as a shoe, Bhagat Singh is still the only one that jumps at me.

These pics have stymied me since day one so plse accept my comments as coming straight from Dufosville.
The candle looks just like a "cigarillo" in THIS Advert . Agree with snorkle that these letters or nbrs are likely to be transcribed onto a keypad. MY "baret" quess is Hugo Rafael Chávez who began his political career with a coup attempt in Venezuela.
Bottom line (finally) : Props to Vapor, MasterSpike and all the others who got us this far.

Yeah it's a tough one for sure, even with all the hints we've received. The beret is donned by many revolutionaries unfortunately (Che Guevara, Fidel Castro, Hugo Chávez, Thomas Sankara, Bobby Seale). Perhaps because it is literally a symbol of revolution. I suppose that's going to have to be a wild card.

When I first saw that, and there was the possible link to dictators and other leaders, I immediately thought that to be a cigar and relating to Fidel Castro.
