Mysterious Puzzle from /x/

I was browsing /x/ today and somebody was asking for help on a puzzle. The following .zip file is password protected and contains only a txt file.

Save it as a .wav and listen. Someone has filtered out the static and I am attatching a spectrograph of part of the audio.

A fair warning to all this is from the tamer parts of 4chan but still 4chan. I have confirmed both files linked are legit and virus free.

I believe there is a hint on Blogspot because of the title name.

A lot more progress was made. The password to 1.zip was found, another .zip archive was found and cracked, there's a blog, a YouTube video, some religious texts, and the Washington Monument.

That's actually reasonably impressive.

Although I'm admittedly hesitant in dealing with anything from "/x/", maybe this should go in N&R.
