I think they are referring to the comment at the bottom of the main page. Google translate didn't get it fully with Spanish, Catalan or Portuguese. I'm guessing it says "Where are you? Is it a Secret?"

Woah, we were all wondering why there were "999" posters, and NOT 1000. Also, didn't we have to kill 999 REcognizers earlier on in the ARG? Perhaps you are onto something. I have a #4. Looking into that right now.

Are there any differences within the circles? like missing manhole covers or text or something? could be relevant...
