All I did was google "Senate bill 2516 ; Title 6 , Section 302" because the spam seemed "off" and I was curious what Bill it was..lol.
A site came up that mentioned Spam Mimic... with a link and once I read its application I tried the "decode" button at their site and it worked!

Great find! Also note the email address was from "blindmailerproxy". FYI I checked the other apparent spam email and none of them decode.

 		Honestly I didn't even notice....just was curious about the Bill...lol.
So I guess that was meant to be our "clue".

The first hit is: http://www.mezine.net/dearid/archive.php?columnid=58

Scroll down to the 2nd "Dear Id" and the letter is quite similar to Dale's spam.

Right above the letter is the sentence: "So I've taken the time to encrypt my question for you using Spam Mimic" (with "Spam Mimic" being an active link).

As soon as I saw "encrypt using..." I thought it might be something. I clicked the link and saw there was a "Decode" button.

Don't get me wrong...I felt there was something "off" about the email, but in the beginning I was only trying to figure out what the Senate Bill was when I stumbled onto Spam Mimic.....I initially thought the Bills' Titles might give us a clue as to whether or not this Spam was a puzzle. Maybe the First letter in each Bill spelling a word or some such thing. So I didn't actually do anything puzzular...only googling:)

 		I'd almost forgotten about spammimic until I saw that email. I used it to send emails to friends but they just deleted them. Laughing
