Why?

It's because Verizon's lines are centrally monitored and controlled by a single mainframe. This gives easy access to anyone who wants to "spam" calls at certain times to certain phones - like ILB.

The command and control center that Verizon uses is engineered by Whitlock.

7 is a number which appears frequently in many bungie related things.
for example guilty sparks number is 343 or 7 raised to the third power, and penitent tangeant's (the other monitor from installation 05) number is 2401 which is seven to the 4th power. also 2+4+0+1 is 7
also, the halo story takes place in 2552, which separated in half is 25 and 52, and both of them, when addding their digits together, equal 7
there are also seven halo's, and at the end of the credits it says 7hanks instead of thanks. also at the ilovebees website, go to fun stuff and it says "critical threshold achieved, authorized personel be ready for axon spike renezvous. 777/777" im new to the i love bees thing, so im sure there is alot more, but this is all i got for now.
also most of the seven information came from a guide at gamefaqs, the secrets one by dark vortex, so i dont take any credit for coming up with this.
look for some more seven stuff within the axons, and let me know!
