I Vigniere cypher--I should have known. I guessed it might be but didn't pursue the idea. At least I got the octal right.
Anyway--Troll under the bridge makes me think of the Three Billy gaots Gruff. I think in the Grimm version the troll had a name, but I can't find a version of it to read.
Either that or it's the boogeyman--but that doesn't work either.

Well, there's reaper in webdings, for what it's worth. I recognize it from another thread.
Randomeis, you've translated the roman numerals wrong--M is only 1,000. The date 1776, and the whole image can be found on the back of any US 1$ bill. That is a very nice scan of the image, though, much larger than life size.
