Working theory: the first set of 2's & 1's tell us how to divide up the second line. That gives us:

Yes, this is a commonly used technique in ARG games where you rotate the letter a number of spots. I call it ROTing, because I'm terrible at explaining things Wink

Unfiction has a ROT tool that you can use, click on 'online tools' at the homepage.
