 		[Trailhead] Tempest
The Tempest showed up one day on /x/, asking who called her. Curious, we entered the thread and started asking questions. We didn't learn too much, only that Tempest only went to this site because it offered the safety of anonymity, and because 'they' would need strangers to aid them. When asked, this was because strangers would be harder to trace if they were to get killed. She then proceeded to give us a series of pictures saying that they were pieces of a puzzle that we would need to solve. The following days we found her again, but this time she gave us coordinates. Places to meet Tempests all around the United States. The first was in New Jersey. The second in Ohio, the third in California. The Tempest claimed that there would be more, though we have yet to see a full list. We know this much:
-There are ten Tempests in each state, and there will be four in Canada.
-Tempests are numbered 1-10.
-Tempest 1's are leaders
-Tempest3's are 'readers'
-Tempest 5's are wanderers.
-Other related titles are HUMINT and'The Numbers'
-The Numbers are not human.
-The Numbers give out a series of numbers to be deciphered by Tempest 3's.

Since we have branched outside of/x/, we came to you, Unfiction, to ask for help. We are given codes to be decoded,and the more brains the better. The first video is decoded, but the second one at this current time is not. We want to know what these Tempests are up to.
