you need to be a lot more specific -- like a paper has been torn? tears streaming down the face? etc

i use photoshop for most things

but when i start a specific project: i google the exact effect i want, read the online tutorials, watch the youtube tutorials, download the brushsets, etc.

if its an known visual effect, somewhere, some one has the tutorial/brushset/filters/etc.

I mean stuff for videos. Like the screen goes to static, the picture starts to get wavy, and the contrast and stuff changes.
