I don't think the tapes hold any special powers, outside of the information on them. Jay has already uploaded most of the choice bits from them and the originals were probably destroyed in the fire that burned down Jay's apartment. The tapes themselves are just the documentation of the events. It seems more likely that being made aware of the Operator and thinking of him draws him to you.

ps: Off topic, but that train of thought always makes me wonder if this ARG would go super meta, like people filming themselves watching the entries and the Slenderman busts into the room, camera distorts, cut to black. A few well made hoaxes and the Slenderman can move from internet thing to a real life urban legend. Just a thought.

Doubtful that the operator would ask for help.. With the operator symbol on it.

"dear jay, help! Alex is mean and won't give me hugs, sincerely, (X)."

Awkward!

I started MH yesterday, and It suddenly consumed my life. I watched up to 26 and then slept on it. I woke up before dawn with a cold sweat and an epiphany: Slenderman and/or TTA use the camera footage to spy on/locate the investigators (I separated the two sides of MH into perpetrators and investigators to simplify things in my head).
Proof:
In the TTA video, "messages", TTA calls J on "keeping secrets". Then, in entry #19, J says he's been filming himself much like alex did. In entry 26, He's filming where he goes, thus "notifying" Slender man of his location. later in entry #26, Alex appears calm and relatively secure UNTIL the girl begins filming him. It is THEN that slender man appears. She first looks out the window, which might be enough information for Slender man to find them. THEN, when alex appears on the tape, the distort occurs. Correct me if I'm wrong, but isn't the distort a sign of Slender man's presence?

In terms of locating Alex, I think that freezing over his face was more of a recognition than anything. The window probably wasn't so much a clue to Slendy as seeing Alex on that tape from that camera; perhaps seeing Alex being filmed at present on that same tape in which Alex appeared to be investigating Slendy pissed him off: "Oh no, not you. You'd BETTER not be trying to suss me out again!" It could even be that Slendy was unaware of a timelapse on the films, and figured that the recording x Alex's face x the tape of investigations into his domain simply meant that Alex was stirring up shit again.

Regarding Jay being the ark, I think that that would have to be a construction of whomever it is that is uploading videos to the 'totheark' account. Whether that means Masky/Timmasky or a conglomerate of characters, I don't think that Alex would have made an assessment preceding the introduction: it's not likely that Alex thought, "Jay is an ark of memory, I will pass him this footage to preserve the events that transpired here." I think that Alex was scared and brain-damaged in some sense (at least, he had lost time and memory!) so he probably really did just want to destroy that evidence.

It was totheark who realized the merit of Jay as a force to stir things up, to bring things that should have long been forgotten to light. If TTA percieved this as Jay being an ark of relative clarity and memory from a flood of darkness and forgetfulness, I suppose that that would make a certain amount of sense. It could be that TTA wanted to know how Jay, who was so deeply embroiled in the events that transpired during the original filming of Marble Hornets, managed to go on to lead a normal enough life that he could be wasting time on Something Awful and otherwise being a mundanely normal sort of guy.

Regarding the tape that was mailed in #26, I think that it could go any number of directions. The 'HELP(X)' note at the end could legitimately have been a note from Alex, who could have remembered everything, after all. It could have been a plant from TTA or whomever has been following him. It could have been from Alex, but delivered by TTA. It could be he Operator just fucking around with him.

It's hard to say for sure. In this season we haven't seen hide nor hair of TTA, so we can't know if he made it to his ark in the last seven months -- if it was a place or piece of information -- or accomplished whatever goals he'd set out to do when he first started to drag Jay back into the horror of his past. Sure, we saw three twit-pic posts from Jay's twitter account, but I'm not even convinced that that is the same person as the TTA that we had known from last season. If it's not the same person, does the mask signify the same goals? Are TTA's goals even the same any more, or have they shifted now that Jay has returned from a seven month mental vacation, a hotel-mate and a drainage-pipe full of blood?

Does it matter that Alex was dragged back in; was there more meaning in finding the camera in his home than simply to send that tape back in #26? It could be that with the camera planted (or legitimately found) in Alex's new home, we will eventually see some more footage from Alex's point of view... whether for good or ill, though... ugh, we don't know anything.
