That code doesn't conform to rot1-rot47. I tried to check anagrams, but the lack of vowels is problematic. I mean there's a handful of "U"s and one "E". I wonder if that's a tipoff to something. Dunno.

it's made up entirely of digraphs, i think that is a clue. I would try the Playfair cracker program I have on my home computer, but it won't run here at work on a 64-bit Windows machine.

bah, silly me, ignore the above (i cannot edit or delete it now). I misread my utility; there are many recurring digraphs, but plenty of pairs which occur only once. Nevermind, I solved it with a simple substitution:

It could be referencing the Banbury Gold Mines. Y and M being the missing letters.

Using simple Google-Fu it appears that there was a base camp established in the area in 1984:
