After lurking awhile I found this site. I don't know if this is a ARG or not but it is pretty damn interesting. If this turns out not to be a arg then this can just die but if it is, the first thing we have to do is to figure out the password to the site.

Which(not surprisingly) is coded. If someone wants to take a good crack at it go ahead. But I probably won't be able to play this one for the rest of the night.

I think the password may be four letters long due to the nature of the input. It asks for 8 hexidecimal (base 16) characters.
2 hex characters = 1 byte = 8 bits = 1 ASCII character. Then again, it could be a single unicode character, but I doubt that.

I have made another discovery. The text that I found that hints at the password is in Chuvian(if you hadn't guessed that). So its a loosely defined language basically made up by Lovecraft fans(with some input from him). So decoding it involves lurking through tons of sets of words and translations of chuvian. I would get cracking on it but I got too much to do tonight. If anyone wants to take a stab at it go ahead.

This looks interesting.
As for the Cthuvian phrase that needs translation, I think this is gonna be a hard task. I searched around and the only related site I found is this one . I'm not sure how much help that is. Other sites seems to say that there is no translator for this language and everything is basically guesswork, and there's no way of knowing you're actually right. It's also noted that the grammar is strange, which makes it even more difficult. From the site I just linked:

Did the site change since it started? It shows ten drop down boxes with 0-9 and a-f for choices, that certainly limits the possibilities.
