I took your step a little further and tried to come as close to FFSH as possible. That requires taking 11.89 / 12.68 as seconds.
See attached pic.

I find it very hard to believe that the numbers are not coordinates.
If you put the numbers in the grid on the map...(and if you take a look in Google Earth, you'll find out that the field seems to be North 46° and West 96°). If you combine the numbers with the grid numbers (the superior ones) then you get a location just 8miles from Fergus Falls where the Hospital with the stairs is. In an area reaching from Frago deep into Minnesota this dosn't look like a coincidence.
Just put N46° 11.89 W 96°12.68 into Google Maps and take a look, its
12977-13499 160th St
Fergus Falls, MN 56537
I google-earthed your coordinates earlier this morning and saw the location. It looks like a road running through the middle of some large fields with a couple of lakes - all probably covered in snow or ice now. Nearby there is also a group of what looks like buildings - house(s), garage, shed...? Maybe it's some kind of business but I didn't find anything. (Could be a second hand winter sports shop that bought the old craigslist sled .)

I used geographic latitude and longitude and added the numbers in the field N 46° and W 96°, which is in the map and covers Fargo and the areas we need. The Result was
N 46° 11.89 W 96°12.68
…It's quite near to Fergus Falls, about 8miles.
There are some Lakes there.
And just to the East and slightly north of this location is "Orwell Dam". Probably nothing, ust found it sorta interesting...

just found this

seems interesting, even if there is no hint inside FF.
Maybe the numbers correspond to some locked case.

That's an old style post office box where the holder had a particular combination.

Doesn't matter so much but the red T shape on the map is actually a + shape, just the top line is fainter than the rest.
I'm flummoxed by this, not very good with coordinate systems.
I think the T shape is the intersection of Old Highway 59 (the north/south road) and county road 88 (the east/west road). At the X is where the old Fergus Falls building is. This intersection pretty much nails down the old building as the key here.

As of now, the vitas relic is safe. Safer in some places than others but I'll have to rely on luck to keep it secure (until?) absolutely necessary.
from sties maybe the note is kryptic? correlates with this safe and maybe the way the arm is on rocket poppetters the one with the j.j. question mark,(notice how the arm with the pop looks like clock hands and is the combination to that safe to get the vitas relic??? morning thoughts

and the "key"-thing in the center of the safe, looks like the hole in the letter.
but i don't know if this has anything to say, because FF is already OOG.
time for some new information

FFSH does have some indirect tie-in.
The hand written letter does say "I left the hospital".
I can only assume that was the hospital he left.
I'm sure it's just a plot tie-in anyway.
