I used to shoot Super-8 movies back in those times (in Weirton too - but an odd coincidence)...
When you had a box of movie film like the one boing picked up, it had a film cartridge inside of it. You took that cartridge to get developed, and your movie cam back on a reel with a snap on cover (looking nothing like the size and shape of the original cartridge). I don't think anyone would ever put a developed reel in the film box - kind of like putting a round peg in a square hole. I think the scene is showing unused film, but it could be a used film cartridge that has not been developed yet... I just doubt that. They look like unoped packages to me.

I think your on the right track but it doesn't necessarily have to be a military guy to wear black boots. It could be the guy that people are referring to as Joshes dad who drives the yellow truck. He could have been the guy working at the Area 51 lab we see in the clips? If he were a scientist working at a military installation then he would also be wearing safety boots or combat boots. Then again not all scientists are civilian. He could very well be a military scientist? Or it's just that the guy driving the yellow truck is a military guy who for whatever reason was compelled to stop the train from reaching Wright Patterson. Time will tell!

 		Small change on official trailer site..
Just to document any changes we find, on the official Super 8 Movie Site http://www.super8-movie.com/
at the end where the piece of film came up saying 's8editingroom' was it now says 'Click Here' and when you do, it takes you to the S8 editing room site as a direct link.
Its not on the Apple site yet..

Just trying to squash a rumor I heard regarding the water tower. http://www.imdb.com/media/rm4186094336/tt1650062 in this poster the tower has a strange blue light either emanating from it or directly behind it. The rumor is that they are trying to hide the creature in the water tower. If the trailer when you look at the lens, after the kids have knocked it down, it is either a cracked lens in the exact shape of a water tower or the tower itself. It appears that debris is falling from it.

 		I don't think this has anything got do with anything but if you put the 1654211 number from the dog lost flyer followed by USA in to google maps you get a lock-eye border collie place in OK. just thought it was weird
