Well, I viewed the source and found some interesting stuff. At the top it says, "<!-- This Site Was Designed By Wayne D. Fields Contact: deonya22SPLATyahoo.com -->"
Then, near the bottom it says, "<!-- E-Mail Webmaster -->" Interesting

I agree with you, the whole thing reeks of ARG, but there's something weird happening, too.

The PI agency heading the investigation is a real one with a real guy heading a real investigation. I googled the PI and found this link, which is a real paper:

Apparently he graduated from University of Utah in 88

The thing is, though, there's that weird 'e-mail the webmaster' thing on the front page of the mystery site. All the source code for all the sites have this weird pattern thing going on, like wavy designs and stuff. I think it's a real case, but boy is it strange.

This page on the webbhill site has links to local TV station stories. It looks legit. The case is certainly fascinating.

Seeing how the kid's death dates back to 1917, it'd be one hell of a hat trick for it to be an ARG. They usually lean more toward the future than the past.
