The p13 links for #4 were spot-on 'tho "Why Lady Commander?" was the key for me. The file contains a single sudoku piece.
Spoiler (Rollover to View):
Answer: Dame Frances Amelia Yates who was "raised to Dame Commander (DBE) in 1977" SOURCE
Awesome!! When I get home and the munchkin is asleep I'll add that piece to the sudoku and rework possibilities. (About 8 hours time)
EDIT: OK, that narrows it down to about 7200 possibilities for the keycode...a smaller haystack, but still too big.
Have we notified (or attempted to notify) the Baron of this find?
Have we notified Roxie of the second and third files being cracked?
Just in case, I will do so.
Further EDIT:
Have tried a heap more passwords for the Division zip file... some of them (and I can't remember them all) are:
Westminster
Westminster Bubble (and bubble)
Wesminster Village (and village)
House of Commons
House of Lords
Houses of Parliament
Division Bell (with various capitalisations)
Victoria Tower
Palace of Westminster
Just to give all of you an idea of things that have been tried and thought patterns.

THX Reesylou. The latest "4-Codex" ZIP has a PW file (Cross), a JPEG titled "envysrapr" & a "hitn".doc with a hidden message
Spoiler (Rollover to View):
envysrapr @ROT13 is railfence. The doc's hidden msg is "Pehnsa" which as a railfence cipher with 3 rails is "Phanes". The doc.file's title "hitn" is also a railfence (3 rails) for 'Hint"
This is the Wiki link to the Phanes clue/hint. It's not the PW on my comp.

Not surprisingly the Baron is unavailable:

LMAO, reesylou as being fed up with COPS snarky emails I'd told em maybe I'd place my wager on Corcas & Chaos Theory.
RU in their latest email wrote:

One to go.
Intercepted a message from Corcas's Pacific Listening Station:
"...object's approach has been masked by increased sunspot activity. Angle is steeper than calculated, beam adjustments required from the Breath of God. Otherwise the object's skip will be deeper than than calculated, there is a possibility of..."
I think we have some work to do our lives depend on it.

Lol. That is funny! I had the Roxie email too but since it is technically still the muddle of the night here I wasn't planning on spending time here. However, since I can't get back to sleep after cutting my foot open on my daughter's toy in the middle of the night, I may as well play a little.
Edit: am on my phone ATM. Have you tried protogenus or one of the other names for phanes?

OT-Yaha, tried a few things & you totally deserve to crack it being wounded. Maybe ask Bill asap for help? He & I are also on shaky footing (pun-fun) having had to drag that "Division" lead out of him. Am making friends allover with the IGs this time.

I think we may want to pass on the cntents of the 5 tokens to Wallace and Louise and consider even passing them to COPS. I.dunno what else to do, I haven't even started on the last uncracked file yet... but I get the feeling we need to pass this info off to the right person, you know?

The initial aim of these token things was to get the key code.... ie solve the sudoku.
Louise has the info for the Kalan ones as she has been included when dealing with Baron Kalan. Perhaps passing on the new ones to her and Wallace would be useful... but really I think that the key code at the end is the urgent thing we need. Once we have that Wallace can go to those co-ords in Maidstone and get in to the lab (Hopefully).
Been researching Phanes and other info from the attached doc:
Spoiler (Rollover to View):
From the wiki:
Phanes Phanes was believed to have been hatched from the World-Egg of Chronos (Time) and Ananke (Necessity).
From the doc:
Time and Necessity created the next stage...Pehnsa (or Phanes as amandel said)
From the youtube:
Here is the News (by ELO) from the album Time
Shine a Little Love (by ELO) from the album Discovery
Still investigating more, but anyone else have more ideas?
Edit: On "man's natural enemy"... be sure to wear sunglasses when looking at the site, it is bright red and green and purple:

Will do shortly when I get home
EDIT sent.. let's see what he says.
EDIT: and the reply:
Bill Rourke in an email wrote:
I believe spoke to a young lady regarding this particular puzzle, I was under the impression that you have solved it. Are you perhaps trying to use too many words in the password, maybe it is just one word. I did say to the young lady that the "8 minutes" rang a bell.
Unfortunately, I have tried
bell, Bell,-bell,Bells,bells, parliament, Parliament, westminster, Westminster, village, Village, commons,Commons
Have run out of time before heading off to work, so over to the rest of you.
Last thing I will do is send an email back to Bill with a "well we thought we had solved it too" and the stuff we have tried.
To which he replied:

Then lets us hope we do not need this one.

No luck here either. It's probably like the the Geese one where it's right under our noses. The last file's been uploaded too. I didn't find any secret messages, but the hint is the title of the word file: sum of all locks. Seems easy enough but I can't quite get it. All of Max's files include a numbered folder with another folder inside that. The title of these folders describe the equation: 19980 is division, 333 is cross... Put together its:
19980/333*3+90*9=
Tried it both with and without order of operations. The thing is that the third file, Eve, is a little different. It has "3" then "Plus" like the others, but inside "plus" is another "3". I'm not sure how this factors in because there's not another operator afterward. Maybe something with parenthesis? What do you guys think?

Ok... super weird happening here.....
Decided to try the Division passwords on my work computer (running Winzip) and Bell worked!!!!
Tried this at home this morning (and teh other night) (using 7zip) and it did not work.
I now have piece 6.jpg and Dwight's 6th Feb audio blog.
Will take a look at John_Galt's equation and the last file when home later tonight.

Now we only need to unlock 4-Codex (Phanes) and 5-lock
And down to just over 4300 options for the sudoku

Gah! I have to leave for the week today!
My involvement, which was already weak to begin with, is gonna drop down to near zero starting tonight. I won't be free again until monday, pretty much. I'll try and see if I can keep following this, but I can't make any promises.
Not that I really did much so far, but sorry...
