I'm not sure who the figure is, although I would like it to be TTA. For two points.

1: It shows that Tim is not TTA
2: It can show TTA knew where Jay has been the entire time. Which is really creepy to me.

Just my 2 cents.

Carefully watch 2:30 to 2:40 over and over again. Its someone in a hood holding the hood down to cover their face. Also look at the shadow of the head as the person walks off. There is a straight line down the back of the head whereas slendy has a human shaped head that dips inwards.

definitely not Slendy. Whoever did the clean up video thank you, it has convinced me that this person is a good foot or two too small to be him.

Another thought was that it could be Jay, but this can't be proven until there's a TTA video of Jay sleeping in the car. If there's a video of the car and he's not in it, then I would think that Jay is TTA.

I swear this person is wearing a black hoody, so it could be anyone. But my first thought would be Jessica because Jay and her have sort of discussed Rosswood Park before. I don't think it's Alex as Alex is taller than the person in this video.

My conclusions are:

Tim

I'm going to say this again. Watch it carefully. Look at the figure's right arm. See how it bends? See how you can see its freaking arm bend, to have the hand in front of the torso? See how the figure's clothes are all black, and what looks like a white undershirt is actually a hand?

I don't know who it is. I do know, for a fact, that it is not the Operator. Though if it turns out it actually was him, I'm going to scream. xD

Could you people at least make some justifications related to the plot (Speaking in general, I'm sure some posters did)?

If it is Slenderman:
It would pretty much just show that Slenderman is now directly stalking J or is stalking J to possibly get to Alex or because he now wants something from him, possibly related to why Tim is constantly harassing him.

If it is TTA (Who we will assume is not Tim for this):
Similar situation to Slenderman except more of a direct goal + He could be getting footage for the next TTA vid, possibly to show J that he isn't safe even if he's on the run, there is always someone watching.

If it is Alex:
It could show that Alex might not trust J or that he is looking out for him.
It could also show that he is making sure J isn't going into Slender-trance/turning into a mask.

It being Jessica shows pretty much nothing since we don't know anything about her. She could be spying on J and could be under slender-trance but we don't have enough information to assume so.
