 		I sent emails to both Tom and strangeinupstate. I told Tom about the website and asked if he noticed Emmet wearing any rings. Here's his reply...

When I first emailed strangeinupstate, he was rather short with me, because of all the emails he'd received. I apologized for adding to the pile and explained the situation with Tom and the mysterious messages that led us to his website. Here is his reply...

yah that looks like the rng code with the hashes. i will ask my guy at school more abbout the code cause i dont really no that much, but if ur friend is getting notes with the code, is he part of the society???

anyway i hope your friend is okay.

 		There looks to be missing letters in the first line and a half of this note as well, and then immediately following the sentence written with all the letters.
I think the missing letters are:

I came up with the same letters you did, but I don't think those are intended markings over the first letters. I think they're just noise/artifacts from how they used the paragraph. As for the letters, with the letter frequencies, I think it's an anagram/transposition/railfence. Some of the words I can find: silver, gate, twitter, teenager, tree/s, tag/s, net.
