Since the 9th and 13th cells are unlocked but there is no hex, I suggest that those are spaces. That gives us:

If we have cells 14 and 19, I think it should look like this:
L I _ _ _ _I N[space]T H _[space]D _ _ _ _ ESS _ _ S _ _ L _ _ _ _ _ _ (four spaces after "D")
And as we don't know about letters 3 through 6, one of them could be a space:
L I _ _ _[space]I N[space]T H _[space]D _ _ _ _ ESS _ _ S _ _ L _ _ _ _ _ _
So maybe a part is:

Any other ideas?
EDIT - I think we may have our spaces wrong. I was double-checking it today and I feel like it goes:
LI _ _ _ _ I N[space]T H_[space]D_ _ _ _ ESS[space]S _ A L L _ _ _ _ _
where [space] is a definite space, and _ is an unknown (ie we haven't unlocked the cell yet). This would mean it couldn't be 'IS' at the end. Can someone double-check?
