A cockatrice looks like it has two eyes.
Kali Ma has three eyes.
Everything written about the chupa is that is had two glowing red eyes.
Ts'ang has 4 eyes.

the two wheels need to line up somehow...


Don't forget proceed clockwise ++ and maybe the echo has something to do with lining it up?

Ok, so maybe the forst word has 2 "I" s in it, the second word has 4 "i"s in it, etc?

I want to clarify these two since I found them.

Technically, "WLPAE NNVTT" was on it's own line and had the characters 'L<carriage return>' before it. So it might be:

L
WLPAE NNVTT

The ECHO one is also kind of strange since it is an actual word, but it may mark the beginning of the phrase. It definitely had a carriage return character between it and the Jumbled Text.

On the codewheel, it's probably substitution code with the addition of a single clockwise increment, But how do we know the start position? Could that be where the singular L comes in, A=L?

there are 2 four letter groups, and one extra letter.. .something makes me think there's another one somewhere, one stray letter, or another embedded portion... considering each is 5 letters, seems odd to have one with 4 letters
