Its actually not, If you click on the winners page it tells you what frame the winner unlocked.. looks random.

 		I'm pretty sure the way it works is that everyone who unlocks a frame is part of a "raffle" to randomly pick the winner. Check this out, it shows the frames that the winners unlocked, just seems to be a luck-o-the-draw kinda thing.

 		the bar doesnt seem to move if i just watch it.
