[TRAILHEAD?] 8-3-11 http://8-3-11.webs.com/
Someone saw one of their flyers in TX and posted the link on 4chan. I doubt that 4chan has much to do with this if it ends up being an ARG though. Thereis a link on the page to a formspring account.
Any thoughts??? This just SCREAMS Trailhead to me. I signed up.

Each page plays a different set of sounds/morse code/numbers, so the first challenge is probably to decode them all

Hmm well, I guess we'll find out when I get an email or when they get more bandwidth next month. definitely smells ARGish though. One of the sound clips was from "The Swedish Rhapsody" which has something to do with The Conet Project.

A quick Google of the phone number show posts on YouTube and Yahoo Answers of someone trying to get people to prank call that number. The posts are from about 2 years ago.

I have my doubts about this being an ARG, but I do know that at least one of the radio signals played on the site is straight from the wikipedia page. The "ENT, HOTIN, FOXTROT" or whatever it is she says is a straight downloadable thing from the wikipedia page on number stations.
EDIT: Also, I called the number above a couple of times. On each occasion it rang three times, then gave me a couple of seconds of either room tone or actual silence, then hung up. Not sure it leads anywhere. Maybe others will have better luck, but I don't think that leads to much of anything.

I don't think this is going to be helpful, but I did figure out which Conet Project tracks correspond to which mp3 that gets played on each of the pages of the site.

Maybe I should have said 'less than a second'. By the time I knew the phone was picked up and had drawn the breath to say anything, the call was already terminated.
Also, on closer listening, it seems like all of the audio on the site is from the Cornet Project. They may have altered the audio to up the creepy factor... though, honestly, the creepy factor is already pretty high on this stuff. Maybe it's a promo for them, or maybe it's simply inspired by the freakshow audio that these number stations pumped out over the decades.
