My first thought was a kind of battery... also inside the "head" seems to me to be a radio? like this is a mannequin secured to a surface (shrouded, perhaps?) with a radio inside to simulate speaking.

Certainly seems like it's certainly a game... they have information, and they want us to put the pieces together to get the answer. Sounds like a game to me.

 		i used the mac software SiteSucker to download the whole site as far as it could tell and all it could find were the files we knew of MINUS the latest image. if i gave it the direct url to the latest image it would download it but it couldn't find it otherwise

And yet they have never said it. Why don't you try asking that on formspring? Something along the lines of "Is this site a game in which we are given information and have to put the pieces together in order to figure it all out?".

 		I tried replacing 6 with 7 a long time ago. I thought when they took 6 down it was due to leak, but it seems lazy to use 7 now.

Also, since we're in the habit of releasing new links: http://8-3-11.info/stats

I don't think the point is to find the login info though.

How did you come across that? On the off chance that we are supposed to find the login info, it might explain the jumbled bunch of letters on the bottom part of the uncracked coded message: "p_qdnyuoe_d_nat" Maybe it's a password? Eh, probably not. That wouldn't be all that fun. But then again, I'm starting to think that the organizers of this whatever-it-is don't really have a handle on what makes for a fun puzzling experience. That said, I can't help still being intrigued.

 		yeah, nothing on that site that hasn't already been posted here... lot of stuff on the audio files, but those are readily available audio files so I don't really think they are worth breaking down.

Terribly Good Stuff linked that today as well.

 		after looking at the picture again, I realized that the idea that this is a type of mannequin mounted on a pivot has to be correct. the tubes have wires extending out of them and are connected to the torso. in the large image, you see two of the wires connected, but then you can also see the connection points of other wires. The top down view then shows that there are 16 tubes connected to the torso. This would allow precise angular movement of the torso in any direction as the different wires were pulled.

Now what this means? No clue.

Edit The faint lines around the cross view seem to indicate that this would be shrouded in something like a bag. you might be able to see that it is human shaped and moving/talking (if that is some kind of radio in it's head)

I'm thinking the "W" above the overhead view along with the word "orientation" might imply that the mannequin is supposed to be facing west.
