It almost sounds like audio from an old movie. Perhaps there's a quote we should be looking for?
Edit: On second thought, I'm most likely completely wrong. The Artist is "They" and the genre is "Terror"... Perhaps it's meant to be creepy?
Edit2: I renamed it to a .txt file and opened it in VLC... I'm not sure if it's just my computer but an image of a locket comes out.

ok so i sent.. an email...... he answered with the USERNAME / PASSWORD thing.... i went to the FTP client... and i got the file
and i send an email back .. asking for the password... and he gave me the phonenumber

Does it say CVM on the forehead?
Also, I'm not sure it means anything yet, but there are a couple letters either bolded for capitalized throughout the blog:
waRned
biGgest
Possibly Anybody, but that just might be random pronoun capitalization
P lease
But I don't see any meaning so far.

The only thing I could do on the audio was transalate the beeps from morse code which only spelled out: NTE
Newest post says "Go back in time" ,and "I think you're missing"
So i'm not quite sure.

It reminds me of a character from an anime series. For some reason I want to say Robotech or Southern Cross, but honestly it's eluding me and driving me bonkers trying to remember. I could be completely off base here, but it really brought up a memory of a face in some anime.

Here's the audio file without the static, just in case anyone wants to hear it. I can't hear anything. Sounds like a male voice, a woman and a woman whispering twice. And some bleeps.
Also, it sounds sped down to me, but I got nothing out of changing the speed either.

Then there's the gigantic 17 on the page.
Also, just a thought but ... waRned, biGgest, and Anybody, backwards is ARG, lol

Ah, that would make sense.
Probably nothing special, but apparently the number 17 is pretty significant in math. According to Wikipedia, it's regarded as the "least random number." It's also slang for a psychiatric patient in the medical world.

If you take the capital letters in the first two posts, not following a period, they are A R G, maybe just hinting that its a game?
