I think it was supposed to be genderless sounding, and it did the job. It kind of sounded like both male and female, like high pitch mixed with low pitch, it was very well executed.

I came to the same conclusion too. Voice on the audio sounds feminine, but it's been very clearly stated that the Observer is a collective made up of many people. Since we can be reasonably sure the Observer knew when the advice was taken down (hell, even if Observer didn't have access to the files on the device and wasn't making those noises, Noah gave the game away by uploading the YouTube video of the device discovery), if Ed were part of the collective it should have been fairly simple to motivate him to come down for a friendly visit and "just happen" to make contact with Noah. (In fact, checking the Twitter feed I see Noah only found out about Ed's visit after he found the device.) What better way to manipulate Noah's response to the device (and perhaps make sure he follows up on any post-hypnotic suggestions left during his various abductions) than to present a friendly tech expert who advises him to do precisely what the Observer wants him to do?

The Observer did know he cut the wires, but it you recall, he also predicted exactly when Noah was cursing, and whimpering ("Shhh" "Language") So, either the Observer is a really good guesser, or he is somehow...talking to him in present time. o.o

 		Yeah, Ed still doesn't make sense as Observer material to me, he's too coherent/not dead. I think what's much more plausible is that the Observer knew after Noah discovered the viruses from the flash drive he wouldn't be connecting a new piece of Observer tech without some precautions, cutting the wires is the obvious precaution (or at least the one the show set up as being most obvious).

 		The ending of this video was hilarious in every good way. Adam has to be doing this on purpose. Noah thinks he's being so threatening. But anyway, the observer was creepy as all hell. It sounded like a high and low pitched voice being overlayed. Also, I think the observer is a tiime traveler.

It sounds like he used some weird autotune, becuase his voice sounds like all those "- in G major videos"

I completely agree. I was being sarcastic about the good guesser thing. lol.
I mean, people were using the fact that the Observer knew about the wire cutting as evidence that he is Ed. Which doesn't really make sense.

Observer could be trolling him and have simply edited the "date created" information, but that might be getting into OOG territory.
