Point of clarification: just because this website (which has been around for 2+ months) isn't endorsed by the studios doesn't take away from the fact that it could be a game. Said game, based on the initial email response, centers around The Capitol Is Watching .
For this particular game, the fans have been fairly active in using this for collective storytelling .
Based on most appearances, this game is similar to Magic is Might , a fan-made collective storytelling experiment by a handful of Harry Potter fans. Only this game takes the concept of not breaking the fourth wall a little more seriously than we've seen in recent years (you'll notice that the whois is registered to one of the Hunger Games book characters who hosted the games).

I totally get the idea of fan fiction and think it's great! Unfortunately it and ARGs just don't mesh, because of intellectual property. ARGs are too real for fan fiction, and getting away with anything can be extremely difficult and even risky.
It's something I wouldn't be willing to PM based on those potential issues.

Do you think there might be a possibility that Lionsgate will endorse or collaborate with them? They seemed to have but in quite a bit of effort just to be shut down...

From what ive seen there is a big fanbase for the books. My guess is Lions gate either has an arg planned and didnt want these guys to "steal their thunder" or lions gate felt their property rights were being infringed upon.

I'll be really suppressed it ANY kind ARG happens for this. Working with this author, they really don't want their "story" or characters infringed upon. Giving people an incentive to write stories in the Panem Press sounds super fun, but I doubt Lion's Gate could ever get Suzanne Collins to sign off.
Hopefully I'm wrong. I'm sure if they tried hard enough, they could create an official game that maintains Ms. Collins author's rights, and still is fun to promote the film.
