So, "Even if your strength fails, praise your boldness, for it is great to have want (for change)."

 		Well, the dissertation is from the university of Constance, which I highly doubt is relevant to this. Also, whoever got that tattoo derped up, there's a comma mistake apparently.

a) use google translator
b) it's poorly written, and isn't even the correct latin
c) it has nothing to do with the clue
