That's what I thought this morning. If you read the chat with Cory he even says something about they're trying to tell us more than one thing at a time. I checked the blog b/c he mentioned that Bill was putting together all of the numbers so maybe it would be easier to analyze. I dunno.

So this explains why the CIA got involved in what was happening with the project. Veil is working for the CIA, developing this Chip-77 technology, but for what?

 		Possible super-spy/soldier type project. I would think Jason Borne-like agents. I don't think they are being too up front about what Chip-77 does. Starting to wonder if there are other effects....

Sounds fitting for an experiment about the brain. I think the "without a head" could representative of having no memory, which was mentioned earlier in one of the letter (the memory wipe of a test subject). Good find.
