Well lets break this down. We got a dark picture of, presumably, Milo who looks like he recently committed suicide. This is no surprise here, we were told by the Observer that he helped Milo kill himself. While maybe this meant that he stalked Milo like he does Noah, It could have also meant that he forced him to commit suicide in some other sense. Slendy has been known to control(or mentally-suggest) people's actions.

"You only saw the shadow." I gather a few things from this;

Milo, at the time we saw him, could have been considered a shadow of his former self. Paranoid, obviously effected by his stalking.

The presence of The Observer, or an observer, depending on whether or not you believe in that they are a group or is a person, is something the Observer had bragged about. There were a few ideas that they meant electronically through devices similar to that found in Milo's home, but this picture seems too "intimate" to be a product of a hidden camera. Someone was physically there. This says to me that the Observer doesn't lie or bluff. He tells the truth because he feels he can, he feels protected enough to say anything he wants, exactly how he wants, which adds new subject to the "Singular/Group" discussions.

The way the body is placed doesn't look like he committed suicide though, as most of those who commit suicide prop themselves up, or lay down neatly. It looks like he was attacked from behind, without warning. The pills could have been planted. When you see a body with a empty bottle of pills, you tend to draw the conclusion of suicide by overdose.

The sense I always got with the Observer was that a part of it was physically present in the room with Milo at the time (possibly mama Asher), gave him the pills, told him to OD, and afterwards Milo became a part of it.
Remember when the Observer gave Noah some pills in a baggy and told him to take them? Same thing.

From the final frame of the interview, I think the "You only saw the shadow" was a response to Noah's claim of seeing the ashes and coffin. Despite Noah's claims, the Observer is saying that Milo is not completely gone, which lines lines up with the Observer saying that Milo is part of the collective.

The Observer, be it group or one-man unit, is very intelligent. Technologically, and with it's mind games. Their/his words seem just blunt enough to bring slivers of truth to the plate, while being mysterious enough to fuck with your head, making it almost a poisonous message that fucks with you more as it stick in you.
