It definitely will be uploaded today. He tweeted yesterday I think, which usually signals an entry today. He's also been saying he's been working all weekend on it, so there's really no reason for it to not be uploaded today.

What people seem to forget is it takes centuries for Youtube to upload a video, particularly in HD.

I think the "done with it no later than Tuesday" line MAY be referencing the editing process, he may still wait a day and build up more lolsuspense before uploading it.

He's only one hour off from my time zone, so it doesn't make a difference. Besides, if it is a late night upload, I'll be happy to watch it in the morning.

I really hope that isn't the case. There's already enough suspense from waiting a week for Jay to find one clearly labeled tape. At the risk of sounding unreasonably impatient, I think it should be uploaded as soon as it's ready.
