The way I see it the Operator cannot control whether you see him or not, he can be seen by anyone through a camera or without, but what he does is wipe the memory of the person having seen him which would explain why he doesn't make much effort to hide as when he comes into contact with someone he just removes their memory of them having seen him.

I think that he has probably been stalking people this way for a long time, maybe hundreds of years and possibly he's been stalking Alex from childhood, TO may not be too familiar with video cameras as the widespread availability of them is fairly recent in his terms and he may not have realised at first that his image had been recorded and that Alex was aware of him and if Alex wasn't a film student shooting rolls and rolls of film for his movie then Alex may have never been aware of him.

I don't feel like that really explains why Alex didn't get the hell out of dodge when Slenderman showed up behind him in his own house. I do agree that there have been plenty of instances where a character has forgotten he saw TO, probably due to TO wiping his memory, so I'm not ruling this theory out. But Jay saw him and ran, while Alex seemed to not even notice at all. Unless TO wanted Jay to remember?

Well it hasn't yet been revealed what the story with Alex and The Operator is, there have been plenty of theories on here such as Alex is under the control of TO or that Alex is consciously working for TO. I'm undecided on what is going on as it is still unknown from the tapes what Alex's agenda is although it does look like Alex has seeked him out before (Entry #43) and it's been speculated that he's even summoned TO (Entry #44), Hopefully it will be revealed in an upcoming Entry.

And as for Jay, he had his whole memory of the 7 months removed and the only record of his encounter with TO is on the tapes he got from the safe in the hotel he woke up in so I guess TO got around to removing Jay's memories of him eventually.

My theory is that TO has a sort of 'glammor' that allows him to mentaly convince people (though perhaps not animals) that he's not there. The problem is that this only works passivly and while he is in someone's immediate presence so once outside of that feild of influence people can notice the strange thing on the camera.

Also like some creepypastas like to say, if you can see the unseen world they can see you. So maybe seeing TO causes him to be able to see you with his own eyes or even your own mental map of yourself (which might explain the mask's use against him - he doesn't quite grasp the concept of the removable face) with those closest and clearest (Like the MH gang) and those more removed being more blurred (like us viewers). So our tall dark and faceless friend is going to go for the clearest targets and when he's done, he'll come for the blurrier ones.

Alex probably didnt run because hes under TO control, or hes just a halucination, and alex isnt actually there
