I'm pretty sure the shots of the windows are to emphasize the time-shifting that he's going through. Note that they keep switching from light to dark, plus curtains opened/closed in his room.

4:35 - First entry to his room, drapes closed, you can see sunlight coming through the gaps.
5:28 - Opens the door to look for the knocking person, looks left, and sunlight is coming through the window at the end of the hall.
5:40 - Continuing right down the hall, sunlight through that window too.
5:48 - He's back in his room, no light coming around closed drapes.
6:04 - Pops out in the hallway, looks left, windows appear dark.
6:09 - Same window, more obviously dark out. He zooms in to focus on the window. It sounds like (at 6:11) he says something like, "Wasn't it just..." like he's thinking about the time/it being light out previously.
6:33 - Same window, still dark.
6:40 - Ditto.
7:01 - Back on the 3rd floor, can't really see the window but it doesn't look bright out.
7:12 - He opens the door to his room - and the curtains are now open several inches and it's bright out again. He seems to say the "What?!" in reaction to this, and looks out in the hall again - for our first Observer sighting at 7:17.
7:23 - Out of focus shot down the hall shows sunlight.
7:34 - Shot back down the hall - sunny window at opposite end, Observer peeking out of his room.
8:07 - Back in his room, and it's dark outside, plus now the curtains are open a couple of feet.
8:20 - Starts panning the camera around out the window. At 8:23 he says, "It's fucking nighttime."
8:30 - Focuses on the digital clock, reading 3:43 (oh, for a 24h format clock), and says, "How is it..."

I thought the same thing at first, but it was just something on Noah's windshield. You can see it move in front of two other windows while he is turning the car to park. It only seems to move after he stops because the camera is being picked up.


Watched it again a couple times. you could be right, but then, why the distortion and the frame skip?

 		Based on the new Tweet, can we expect a new video before 11-11-11? Or is this simply a more active Tweet period for Noah to keep our attention?

I'm guessing you are implying it's the same hotel from marble hornets, I don't think that's the case.

EDIT: Nevermind, didn't notice the Box Analysis video part. I thought that was a screenshot from the new video.

Definitely not the same place. The carpet and light fixtures are different, and there are no doors visible. I used Google Goggles (an Android app) and found the exact same hallway: http://onemansblog.com/2009/02/04/night-photos-from-the-las-vegas-strip-part-1/mandalay-bay-hallway/

It's in the Mandalay Bay Hotel on the Las Vegas Strip.
