I'm not sure if this was active before, but there is a newspaper article at the top right next to the tape.

The article is about Dr Leyda Cupe who says an extra-terrestrial visitor has been under examination for over 20 years.

It also has a bullet point saying it was the Russians who first saw this in photographs sent back by Sputnik-2

It also says the craft was brought down to earth by operation Belt Trap in 1958

It mentions a group called APRO, Aerial Phenomena Research Organisation

Anyway, Zort70 was correct with the last sentence: "not to be removed from archive"
[meta]well, it's not quite correct Russian though. correct would be "не извлекать из архива"[/meta]

About COB.CEKPETHO = it's short for "совершенно секретно", which is just "top secret".

[meta2]The stamp is actually from "Народный комиссариат гос. безопасности СССР", a "People's Commissariat for State Security" which existed untill 1946. I think, it's either a small chronology error, or perhaps is there something bigger behind this "error"[/meta2]
